In recent years, artificial intelligence has revolutionized hiring practices. Recruiters no longer spend days sifting through stacks of resumes. Algorithms now handle much of the workload.
Companies like Eightfold, Beamery, and Reejig lead the charge. Their tools analyze vast databases of job descriptions, skills, and past hires. They promise to match the right people to the right roles faster, cheaper, and more fairly than humans ever could.
Eightfold uses AI to predict career paths, helping Fortune 500 firms plan their workforce. Beamery emphasizes “ethical AI,” aiming to reduce bias while enhancing sourcing and mobility. Reejig has developed a “workforce ontology” to map skills across entire organizations, unlocking reskilling opportunities at scale.
The pitch is compelling: objective, data-driven hiring that cuts costs and improves results. One mid-size company reported saving over $150,000 in a single year by using AI to replace traditional recruiters. They also reduced time-to-hire by nearly 40% [Selection Lab, 2023].
However, beneath this promise lies a problem few anticipated.
The Counterattack: Job Seekers Arm Themselves
Job seekers have not remained passive. As companies began using AI to screen resumes, a wave of new AI tools emerged to help candidates fight back.
Platforms like Rezi, Kickresume, Jobscan, MyPerfectResume, and Resume Now allow applicants to tailor resumes to specific job postings with the push of a button. These tools scan job descriptions and rewrite resumes to match every keyword, phrase, and skill the hiring software seeks.
For candidates, this feels like leveling the playing field. One job seeker stated, “If the robots are reading my resume, I may as well let another robot write it.”
Yet, this has led to an AI arms race.
Eating Its Tail
Here’s how the cycle works:
Recruiters use AI to write skills-based job descriptions.
Candidates use AI to tailor their resumes to those descriptions.
The Recruiter's AI tools then rank those resumes based on the Candidate's purported skills.
It forms a perfect circle.
The ancient Norse myth of Jörmungandr, the snake that eats its own tail, serves as a striking metaphor. The hiring process, once designed to separate the best candidates from the rest, is now devouring itself.
Research shows that 79% of candidates admit to tailoring or exaggerating their skills when they know AI is screening [HR Dive, 2025]. Recruiters report that nearly 60% of applicants look impressive on paper but fail to demonstrate real depth during interviews [Mondo, 2025]. Staffing reports confirm that resume volumes have surged 25–50% since AI tailoring tools became mainstream [Recruitics, 2024].
The result is troubling:
Good candidates appear average.
Mediocre candidates seem exceptional.
Exceptional candidates vanish in the noise.
The Cost of Noise
This flood of AI-polished resumes creates what recruiters call “application noise.” Superficial alignment—keywords in the right places—trumps genuine competence.
Hiring managers, faced with piles of nearly identical resumes, often revert to old habits. Degrees from prestigious schools, big-name employers, and long tenure become shortcuts for judgment [Nature, 2023].
However, these are poor predictors of success. Relying on pedigree narrows the field, excludes diverse talent, and increases the risk of costly mis-hires. Studies suggest that mis-hires can cost companies up to 30% of a worker’s first-year earnings [U.S. Department of Labor, 2023]. Multiply that across dozens of hires, and the hidden bill of the AI arms race runs into the billions.
When AI Makes Everyone Look the Same
The irony is that AI was supposed to solve bias and improve fairness. Automated screening aimed to strip away subjectivity, replacing it with consistent, skills-based evaluation.
However, the circular game between recruiter AI and candidate AI undermines that vision. Instead of highlighting unique strengths, the process rewards those who excel at gaming the system.
Candidates who truly excel—especially those from nontraditional backgrounds—often get filtered out because they didn’t pack their resumes with the exact right buzzwords. Meanwhile, weaker candidates who mastered resume AI can look indistinguishable from top performers [BBC, 2024].
A Human Problem in Disguise
The root issue isn’t the technology itself. It’s the way both sides—employers and job seekers—are locked into a cycle of mutual adaptation. Recruiters want efficiency; candidates want visibility. Both lean on AI for an edge.
But together, they create a system that no longer distinguishes substance from surface.
In effect, AI hasn’t eliminated bias. It has shifted the battleground. Where once it was about who had the right connections or pedigree, now it’s about who has the best AI tools to tailor a resume.
The Growing Pushback
Some HR leaders are raising alarms.
The BBC recently reported that AI tools may filter out the best applicants, forcing managers to revert to less reliable proxies [BBC, 2024]. A Harvard Business School review warned that AI hiring tools, designed to democratize access, may end up reinforcing bias instead [Harvard Business School, 2024].
Regulators are also taking notice. New York City’s 2023 law requiring audits of AI hiring tools for bias is one of the first attempts to impose guardrails. More may follow, especially as stories of AI-driven mis-hires and unfair screenings accumulate.
Searching for a Way Out
So what’s the solution? Some suggest slowing down AI adoption, putting more weight back on human judgment. Others argue for stricter transparency: candidates should know how they’re being evaluated, and companies should explain why someone was rejected.
However, there’s also a growing camp that believes the answer isn’t less AI—it’s better AI.
Measuring Potential, Not Keywords

The promise is a hiring process that rewards true capability rather than superficial alignment.
Restoring Trust
If the AI hiring arms race continues unchecked, trust in the system may collapse. Candidates already express frustration at the opacity of AI screening [Selection Lab, 2023]. Recruiters privately admit that they don’t fully understand how some algorithms rank applicants.
A tool that re-centers hiring on potential could help restore credibility. It doesn’t eliminate AI—but it changes what AI measures.
Instead of amplifying the noise, it aims to filter it out.
The Stakes
Why does this matter? Because hiring isn’t just about filling jobs. It shapes the workforce, determines who gets opportunities, and drives how companies grow.
If AI hiring tools only reward those who play the system, the risk is more than wasted money. It’s a workforce built on false signals. This leads to missed innovation, stalled diversity, and organizations that appear strong on paper but lack true talent depth.
The arms race may seem like a technological glitch. However, its consequences reach into the very core of economic and social mobility.
Conclusion: Beyond the Snake’s Tail
The story of AI in hiring is still unfolding. Currently, it resembles Jörmungandr: a system endlessly chasing itself, devouring its own tail.
Recruiters build smarter AI to spot the best. Candidates use smarter AI to appear the best. And round and round it goes.
Breaking this cycle won’t be easy. It may require new regulations, more transparent algorithms, and tools that measure deeper qualities than resume keywords.
However, if hiring is to regain its credibility, the focus must shift back to what truly matters: not just the words on a resume, but the potential of the person behind it.
